Yes. A hotel is non-domestic premises under the Regulatory Reform (Fire Safety) Order 2005, so the responsible person must have a suitable and sufficient fire risk assessment, act on it and keep it up to date. With guests sleeping on site, it is the highest-consequence duty.
General duties under the Health and Safety at Work etc. Act 1974 cover guests, staff and contractors – including kitchen and back-of-house risks, slips, manual handling, chemicals and allergens, and any pool, spa or water systems.
